A POLITICAL falling-out between Britain and America could threaten the ability of HMS Queen Elizabeth to deploy with a full contingent of stealth jets, defence chiefs have been warned.
The United States has threatened to cancel long-planned deployments of American F-35s to Britain – which includes a mission on the Royal Navy’s £3.1bn supercarrier – over a row about the UK’s 5G communication strategy.
It comes after the UK government gave the green-light for Chinese tech firm Huawei to play a limited role in the roll-out of the nation’s 5G network.
US president Donald Trump is firmly against the move, which he said could jeopardise national security, and has demanded a change in strategy from Whitehall.
The war of words has since deepened, with US Republican senators now reportedly moving to ban new deployments of military aircraft with at-risk vendors in their 5G networks.
The situation has alarmed Tobias Ellwood, chairman of the UK’s defence committee, who has written to defence secretary Ben Wallace.
‘If passed, this would preclude the long-planned US Air Force deployment of F-35s at Royal Air Force Lakenheath, and could also bring into question the plans for HMS Queen Elizabeth to carry US Marine Corps F-35s,’ the letter said.
‘I am sure you agree with me that even the airing of such disagreements between us and our closest security ally is unhelpful in a time when global stability is at the lowest it has been for a generation.
‘I should therefore be grateful if you could clarify what the government is doing to ensure that this initiative is not pursued further.’
A squadron of US Marine Corps F-35s is due to embark on the 65,000-tonne aircraft carrier for her first operational mission next year.
The American jets will be joined by British F-35s from the RAF.
However, news of the potential change in plans has concerned maritime and defence expert Mike Critchley, who claimed Queen Elizabeth’s deployment could be impacted.
‘That’s over a year away and a lot can happen during this time but this situation wouldn’t be helpful at all,’ the former naval officer from Gosport added.
In March, a backbench rebellion within the Conservative party signalled efforts to overturn Huawei’s involvement in the new data network.
The government has banned Huawei from the most sensitive parts of the UK's mobile networks, and limited it to 35 per cent of the periphery, which includes its radio masts.But critics argue it is a security risk to allow the Chinese company to play any role at all because of fears it could be used by Beijing to spy on or even sabotage communications.
The situation prompted an open letter from the tech firm’s UK chief, Victor Zhang, who insisted cutting the tech giant’s involvement would leave Britain ‘stuck in a digital slow lane’.
‘There are those who choose to continue to attack us without presenting any evidence,’ he said.
‘Disrupting our involvement in the 5G rollout would do Britain a disservice.’

These Chinese language phrases are removed within seconds
YouTube is automatically deleting comments that contain certain Chinese-language phrases related to criticism of the country’s ruling Communist Party (CCP). The company confirmed to The Verge this was happening in error and that it was looking into the issue.
“This appears to be an error in our enforcement systems and we are investigating,” said a YouTube spokesperson. The company did not elaborate on how or why this error came to be, but said it was not the result of any change in its moderation policy.
But if the deletions are the result of a simple mistake, then it’s one that’s gone unnoticed for six months. The Verge found evidence that comments were being deleted as early as October 2019, when the issue was raised on YouTube’s official help pages and multiple users confirmed that they had experienced the same problem.
Comments left under videos or in live streams that contain the words “共匪” (“communist bandit”) or “五毛” (“50-cent party”) are automatically deleted in around 15 seconds, though their English language translations and Romanized Pinyin equivalents are not.
The term “共匪” is an insult that dates back to China’s Nationalist government, while “五毛,” (or “wu mao”) is a derogatory slang term for internet users paid to direct online discussion away from criticism of the CCP. The name comes from claims that such commenters are paid 50 Chinese cents per post.
These phrases seem to have been accidentally added to YouTube’s comment filters, which automatically remove spam and offensive text. The comments are removed too quickly for human moderation and are deleted even if the banned phrases are used positively (e.g., “The 五毛 are doing a fantastic job”). YouTube says it’s been relying more on its automated filters in recent months due changes to its workforce brought about by the pandemic.
The accidental censorship is even more puzzling considering that YouTube is currently blocked in China, giving its parent company, Google, even less reason to censor comments critical of the CCP or apply moderation systems in accordance with Chinese censorship laws.
The automatic deletion of these phrases was highlighted on Tuesday by US technologist and former Oculus founder Palmer Luckey on Twitter. But earlier reports of the issue date back to the middle of May when they were spotted by human rights activist Jennifer Zeng. 繼英國後，日本據報計劃禁止使用華為設備，華為再面對封殺壓力。《讀賣新聞》報道，日本政府準備修改採購方針，要求獨立行政機構及處理個人資料機構不再使用中國企業的通信設備，如華為、中興 （00763） 。
報道指，新措施影響96間機構，包括年金管理機構、產業技術研究所、原子能研究開發機構等涉及個人資料和尖端產業機密的組織。

然後川普就怒了，非常怒，隔兩天，簽了個行政命令出來，簽署後的記者會，還請司法部長站旁邊增加力道。

這個行政命令很有意思，他要求美國的科技大公司，做社群媒體的這幾家，尤其 Twitter、Facebook、Google，不可以針對使用者的言論作審查，否則將失去聯邦政府的任何補助，以及過去他們常用的｢我們是平台｣保護傘。
｢我們是平台｣保護傘，意思就是，過去常有人會上傳盜版的內容，但這些平台常說｢我們是平台｣而豁免法律責任，另一方面，當政府要求下架兒童色情等不當內容時，也有法律保障這些平台不被告。
但如果 Twitter、Facebook、Google 繼續對用戶言論內容作審查，給予標籤、刪除、停權，這些法律保障將不適用。
在行政命令中，清楚說到，這些公司有的還跟中國解放軍合作，甚至試圖操縱言論與風向，反政府也反民主。

對臺灣的意義是，最近大家都有感覺到，Facebook 可能無來由地把某些粉絲專頁關閉，而且令人懷疑與其中國籍與中國裔員工，利用自己的職權，在壓制臺灣。
而 YouTube 更為明顯，像是武漢肺炎必黃標、自動刪除｢五毛｣｢426｣等留言。
更糟的是，他們被發現且被迫說明時，都會躲在演算法後面，躲在技術後面，躲在系統錯誤後面，但很明顯的，這背後一定有人。
川普這個行政命令，或許能讓這些大公司的中國籍與中國裔員工收斂些，讓這些大公司更注意自己的內控。愛國小粉紅們，應該不至於跟自己的工作過不去。
